Abstract

From 2021 to 2025, the Kosovo Philharmonic operated in a period shaped by post-pandemic recovery, heightened public expectations for cultural institutions, and persistent constraints related to infrastructure and market size. This study examines the Philharmonic’s institutional developments and artistic achievements across 2021–2025 and identifies comparative advantages in relation to two regional reference cases: Albania’s symphonic ecosystem (represented by the RTSH Symphony Orchestra and the National Theatre of Opera and Ballet’s Symphony Orchestra) and the Macedonian Philharmonic. The research follows a qualitative comparative case-study design and relies on publicly available institutional documentation, government communications, and reputable cultural journalism. Thematic analysis focuses on five domains: institutional structure, programming strategy, internationalisation and cultural diplomacy, audience engagement, and infrastructure. Findings indicate that Kosovo’s comparative strengths during this period were: (1) an integrated institutional model combining orchestra and choir with stable seasonal productivity; (2) clear growth signalling through a 25th anniversary year framed around expanded activity planning; and (3) symbolic and diplomatic capital generated by high-visibility collaborations and foreign performances, including major sacredmusic presentations in Rome/Vatican contexts. In comparison, Albania’s advantage is multi-institutional production capacity and festival entry, while North Macedonia’s advantage is structural: a purpose-built concert hall enabling consistent symphonic operations at scale.
